Realistic minimum to see meaningful results on Google Search: about $1,000/mo all-in ($500 management + $500 ad spend). Below that, honestly, put the money into SEO instead.

Should I do ads or SEO first?

Do you take a percentage of my ad spend?

Who owns the ad accounts?

You do. The Google Ads and Meta accounts are created under your business, and you keep full access. If we ever part ways, your campaign history, audiences, and data all stay with you.
